Broad Responsibilities: Lead the strategy, development, implementation, and maintenance of the organization's digital applications portfolio. Oversee the management of web platforms, mobile applications, content management systems, and other digital solutions that support business operations and customer engagement. Direct a team of developers, analysts, and support specialists to ensure digital applications meet business requirements, performance standards, and security requirements while delivering exceptional user experiences.
Main Duties & Responsibilities:
- Lead and manage the digital applications team including developers, specialists, and analysts
- Develop and execute strategic roadmap for digital applications aligned with business objectives
- Oversee the design, development, implementation, and maintenance of web applications, mobile apps, and digital platforms
- Manage content management systems (CMS), customer portals, e-commerce platforms, and other digital solutions
- Collaborate with business stakeholders to gather requirements, prioritize projects, and deliver solutions
- Establish and monitor KPIs for application performance, availability, and user satisfaction
- Manage application lifecycle including planning, development, testing, deployment, and retirement
- Ensure digital applications comply with security standards, data privacy regulations, and accessibility requirements
- Oversee vendor relationships for third-party digital platforms, licenses, and professional services
- Develop and manage departmental budget for digital applications and related technologies
- Implement DevOps practices and continuous integration/continuous deployment (CI/CD) pipelines
- Lead incident response and problem resolution for critical application issues
- Drive digital innovation initiatives and evaluate emerging technologies for potential adoption
- Establish and enforce development standards, coding practices, and documentation requirements
- Conduct performance reviews, provide mentorship, and support professional development of team members
- Partner with cybersecurity team to ensure application security and vulnerability management
- Coordinate with infrastructure teams on hosting, cloud services, and integration requirements
- Present project updates, business cases, and technical recommendations to senior leadership
Skills and Qualifications:
- Bachelor’s degree in computer science, Information Systems, Software Engineering, or related field; Master's degree preferred
- 7-10 years of experience in application development, digital platforms, or IT management
- 5+ years of experience in a leadership or management role
- Proven track record of successfully delivering complex digital application projects
- Proven ability to lead, motivate, and develop high-performing technical teams
- Strong project and program management capabilities
- Experience managing budgets, forecasting costs, and optimizing resource allocation
- Vendor management and contract negotiation experience
- Strategic thinking with ability to align technological initiatives with business goals
- Excellent communication and presentation skills for technical and non-technical audiences
- Strong business acumen and customer-focused mindset
- Strategic thinker with analytical and problem-solving abilities

- Relevant certifications preferred (PMP, ITIL, Agile/Scrum Master, AWS/Azure Solutions Architect, or similar)
- Strong understanding of web technologies, frameworks, and architectures (HTML, CSS, JavaScript, React, Angular, .NET, Java, etc.)
- Experience with content management systems (Adobe Experience Manager, Sitecore, WordPress, Drupal, or similar)
- Knowledge of mobile application development (iOS, Android, React Native, Flutter)
- Expertise in cloud platforms (Azure, AWS, GCP) and cloud-native application development
- Understanding of API development, microservices architecture, and system integration
- Familiarity with databases (SQL, NoSQL) and data management practices
- Experience with DevOps tools and practices (Git, Jenkins, Docker, Kubernetes, CI/CD pipelines)
- Knowledge of application security, authentication protocols, and data protection
- Understanding of UX/UI design principles and accessibility standards (WCAG)
- Experience with project management methodologies (Agile, Scrum, Waterfall)
- Proficiency with monitoring and analytics tools (Application Insights, Google Analytics, Splunk)

This position is performed within an office environment whose duties are primarily performed behind a desk. They move about within the office to access file cabinets, documents, office machinery, and other equipment. They may also have to do some light lifting of supplies and materials from time to time. Occasionally move objects weighing up to 20 lbs., and sometimes, but rarely, up to 50 lbs.
